This release contains significant fixes and performance improvements over the previous version, but the main purpose is to mark the transition from a closed product to an open source one.
DynarchLIB is now free software under the terms of the BSD license.
There has been little interest into it (by “little” I mean it's a lot less popular than, say, ExtJS, which I think it's the main competitor). In any case, little interest created a vicious circle—I wasn't motivated to push out frequent releases, and this aggravated the idea that the project is “dead”, resulting in even fewer potential users.
I hope that, by making it totally free, this will change. It's by all means a great toolkit, and I did improve it constantly as there already are a few fairly big applications powered by DynarchLIB. My latest project based on DynarchLIB is Ymacs —

probably the best AJAX editor, as a DynarchLIB widget.
